GOVINDARAJULU, R/AT PROJECT OFFICE - VASAVI SHANTHI DHAM, PENUGONDA VILLAGE AND MANDAL, WEST GODAVARI DISTRICT. ...RESPONDENT(S): Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue Writ, or Direction more particularly one in the nature of Writ of Mandamus, declaring the action of respondents 2 to 6 in trying to alter the village name from Penugonda to Vasavi Penugonda at the intense of the unofficial respondent, 2 despite there being no resolution passed by the villagers in the Grama Sabha of the 6th respondent Grama Panchayat, as illegal, arbitrary, and in violation of Articles 14, 19, and 21 of the Constitution of India, and contrary to the express provisions of the Andhra Pradesh Panchayat Raj Act, 1994. Consequently, direct respondents 2 to 6 to follow due process of law by giving effect to the decision of the Grama Sabha of the 6th respondent Grama Panchayat under Subject No. 66, wherein the Grama Sabha unanimously rejected the request of the unofficial respondent for changing (or) altering the village name from Penugonda to Vasavi Penugonda and pass IA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased pleased to direct respondents 2 to 6 not to issue any Government Orders or not take any steps towards changing or altering the village name from Penugonda to Vasavi Penugonda, pending disposal of the present Writ Petition, and pass Counsel for the Petitioner: 1. GP FOR REVENUE 3 THE HONOURABLE SRI JUSTICE TARLADA RAJASEKHAR RAO WRIT PETITION No.31404 of 2025 ORDER:- The present Writ Petition is filed under Article 226 of the Constitution of India seeking the following relief: “…to issue Writ, or Direction more particularly one in the nature of Writ of Mandamus, declaring the action of respondents 2 to 6 in trying to alter the village name from ‘Penugonda’ to ‘Vasavi Penugonda’ at the intense of the unofficial respondent, despite there being no resolution passed by the villagers in the Grama Sabha of the 6th respondent Grama Panchayat, as illegal, arbitrary, and in violation of Articles 14, 19, and 21 of the Constitution of India, and contrary to the express provisions of the Andhra Pradesh Panchayat Raj Act, 1994. Consequently, direct respondents 2 to 6 to follow due process of law by giving effect to the decision of the Grama Sabha of the 6th respondent Grama Panchayat under Subject No.66, wherein the Grama Sabha unanimously rejected the request of the unofficial respondent for changing (or) altering the village name from Penugonda to Vasavi Penugonda and pass such other orders…” 2. Precisely, the writ petition is filed seeking to direct respondents 2 to 6 not to alter the village name from ‘Penugonda’ to ‘Vasavi Penugonda’. 3. Learned Assistant Government Pleader furnished written instructions dated 12.11.2025, addressed by the Divisional Panchayat Officer, Narsapuram, West Godavari District, wherein it indicates that as the people attended for Gram Sabha rejected the proposal of 4 changing the name of Gram Panchayat from Penugonda to Vasavi Penugonda, no further developments have taken place in the matter. 4. In view of the written instructions, as the respondent authorities are not inclined to change the name of the village, no direction needs to be issued. 5. Therefore, the present Writ Petition is closed. There shall be no order as to costs.
