This is an application for impleading the present Home Secretary, Shri. Govind Mohan, Secretary to the Government of India and Lieutenant General, Vikas Lakhera, Director General Assam Rifles as party 2.respondents No. 9 and 10 in Cont.Cas(C). No. 23 of 2015. 2. It is submitted by Mr. B.Pathak, learned counsel for the petitioners that the impleadment is necessary as they are the present incumbents who are at the helm of affairs and can ensure that the orders of the Court are faithfully implemented. 3. The same is objected by Dr. N.Mozika, learned DSGI assisted by Ms. M.Myrchiang, learned counsel on behalf of the respondents, who submits that the contempt is pending for ten years and has outlived its utility and as such, the same should be closed and if the writ petitioners are still aggrieved, they are at liberty to institute fresh proceedings. 2025:MLHC:229 3 4. Having heard learned counsel for the parties, though keeping in mind the submissions of the learned DSGI, it is seen that though the contempt application is pending for a long time, the point in issue is short. 5. Accordingly, the applicants, Shri. Govind Mohan, Secretary to the Government of India and Lieutenant General, Vikas Lakhera, Director General Assam Rifles are impleaded as party respondents No. 9 and 10 in Cont.Cas(C).
