Heard Sri T.Sharan,
learned counsel representing Sri T.V.V.Koteswararao, learned counsel for the petitioners and Sri Vamsi, learned Assistant Government Pleader for Services II appearing for the respondents 1 and 4 and Sri D.Ramachandra Naidu, learned counsel for respondents 2 and 3.
2. The petitioners four in number, filed the above writ petition to declare the action of the respondents in not regularizing the services of the petitioners in terms of G.O.Ms.No.114 Finance (HR.1 Plg. & Policy) Department, dated
21.10.2023.

The 1st petitioner was appointed as Motor Driving & Mechanical Instructor, on contract basis vide proceedings No.EA2/17/2008-3 dated 09.07.2009 by the Director of Juvenile Welfare, Correctional Services and Welfare of Street Children, Hyderabad and posted at office of the Government Child Home for Boys, Kadapa.
4. The 2nd petitioner was appointed through direct recruitment on contract basis as Instructor vide proceedings No.EA2/17/2008-5 dated 27.11.2010 by the same authority, referred to supra, and posted at office of the Government Child Home for Boys, Kadapa.
5. The 3rd petitioner was appointed through direct recruitment on contract basis as House Wiring Instructor vide proceedings No.EA2/17/2008-2 dated 09.07.2009 and posted at office of the Government Child Home for Boys, Eluru.

The 4th petitioner was appointed through direct recruitment on contract basis as House Wiring Instructor vide proceedings No.E.A2/17/2008-2 dated 09.07.2009 and posted at office of the Government Child Home for Boys, Eluru. All the petitioners have been discharging their duties in their same cadres respectively.

Learned counsel for the petitioners submits that the petitioners are appointed on contract basis in terms of G.O.Rt.No.189, WD CW&DW(JJ) Dept. dated 26.06.2008. Learned counsel would also submit that the Government issued G.O.Ms.No. 114 Finance (HR.1 PIg.and Policy) Dept., Dt. 21.10.2023 for regularization of service of contract personnel. The petitioners made several representations seeking regularization of their services in terms of G.O.Ms.No.114, dated 21.10.2023. The details of the petitioners were uploaded in Nidhi portal as on 19.02.2024. However, the cases of the petitioners have not been considered so far. The petitioners made another representation to the 1st respondent on 07.10.2025.
8. Learned Assistant Government Pleader would submit that the 1st respondent will consider the applications submitted by the petitioners on 07.10.2025 as per the Rules.

Given the facts and circumstances, without going into the merits of the case, the Writ Petition is disposed of directing the 1st respondent, to consider the representation made by the petitioners on 07.10.2025 regarding the regularization of services strictly in terms of the G.O.Ms.No. 114 Finance (HR.1 PIg. and Policy) Dept., dated 21.10.2023 and pass appropriate orders,

as expeditiously as possible, preferably within eight weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
10. As a sequel, interlocutory applications pending if any, shall stand closed.
