The petitioners have filed the instant petition presumably in public interest without disclosing his credentials except for stating that he is a villager and also that earlier he filed a public interest litigation for substantially the same cause. 2. We find that the earlier PIL filed by the petitioners was not entertained and they were given liberty to raise all issues under Section 16-D of U.P. Intermediate Education Act, 1921.
