The petitioner has challenged the Notice at Annexure-A dated 17.09.2024. By virtue of the Notice dated 17.09.2024, show cause has been issued to the petitioner as to make out grounds as to why his name must not be included in the rowdy sheeter list. - 3 - HC-KAR NC: 2025:KHC:26028 WP No. 33643 of 2024 2. During the pendency of the matter, learned Additional Government Advocate files a memo and produces copy of the order dated 07.06.2024 by the respondent - Police whereby petitioner's name has been included in the rowdy sheeter list. 3. It is to be noticed that the order including the petitioner in the rowdy sheeter list is 07.06.2024 while the notice at Annexure-A is issued thereafter on 17.09.2024. The guidelines laid down by this Court in the context including names of persons in rowdy sheeter list in W.P.No.4504/2021 and connected matters mandates that before the name of a person is included in the rowdy sheeter list, the copy must be marked to such person to enable him to take a stand. 4. In light of the notice having been sent at Annexure-A after the order passed on 07.06.2024, the order of 07.06.2024 produced along with a memo is set aside as also consequential proceedings while reserving liberty to - 4 - HC-KAR NC: 2025:KHC:26028 WP No. 33643 of 2024 the respondent - Authority if facts are so made out to take fresh action in accordance with law.
