The present Writ Petition is filed to declare the action of the Respondent No.1 in issuing the impugned G.O.Rt.No.663, Revenue (Vig.I) Department, dated 02.07.2025, making certain allegations. 2. The Article of Charge framed against the Petitioner is as follows: Article-I: Sri B. Maheswara Reddy, Deputy Collector presently working a Administrator GGH, Nellore while working as Tahsildar, CK Dinne during the years 2020 and 2021, has muted the following Government lands, which are classified as ‘Dotted lands’ as per the Resurvey and Resettlement Register of Mamillapalli Village of CK Dinne Mandal, YBR District and later assigned in Sri Guvvala Rayyappa under DKT No.309/78 and Sri G. Govindu Anthoni under DKT No.308/78 in favour of private persons as per his whims and fancies for his personal pecuniary gains without issuing notices and without following the principle of natural justice though the following persons are 3 no away concerned with the lands duly neglecting applicable rules and acts in force. Learned counsel for the Petitioner would submit that the impugned Charge Memorandum cannot be sustained as the impugned Order was passed in exercise of the quasi judicial power as provided under the "Records of Rights Act, 1971. 4. Learned Government Pleader would submit that the impugned Charge Memorandum was passed against the Petitioner with reference to the mutation of dotted lands to private persons as per his whims and fancies for his personal 4 pecuniary gains. He further submits that these are issues that need to be enquired about by the Disciplinary Authority. 5. The Charge against the Petitioner was that the mutation of dotted lands was made in favour of private persons for pecuniary grains. This allegation being grave and factual in nature, would require enquiring authoirty to examine the same. Therefore, this Court does not find any merit to quash the Charge Memorandum issued by the Respondent Authorities. 6. Accordingly, the Writ Petition is dismissed.
