Rama Koteswara Rao, learned Counsel appearing on behalf of Sri Annamneedi Balakrishna, learned Counsel for the Writ Petitioner, Sri Shaik Abdul Rasheed, learned Assistant Government Pleader for Roads & Buildings and Sri P. Rajesh Kumar, learned Assistant Government Pleader for Finance & Planning. 2. Sri Sk. Abdul Rasheed, learned Assistant Government Pleader for Roads & Buildings has drawn the attention of this Court to the Counter Affidavit filed by Respondent No.6 dated 15.09.2025 admitting the claim of the Writ Petitioner. He would also submit that the bills also have been uploaded on the CFMS Portal. 3. Sri P. Rajesh Kumar, learned Assistant Government Pleader for Finance & Planning, has submitted the Written Instructions furnished by the Principal Secretary to Government, Department of Finance dated 10.10.2025. Copy of it is supplied to the Counsel for the Writ Petitioner and the same is taken on record. 4. The Written Instructions would indicate that the claim of the Writ Petitioner ‘will be cleared on priority basis as per the ways and means and the position of the State finances’. The Written Instructions would also indicate that the net amount payable to the Writ Petitioner is Rs.25,43,132/-. This net amount is not disputed by the Writ Petitioner. 5. Having regard to these facts, this Court deems it appropriate to allow this Writ Petition, at the admission stage, without going into merit, with a direction to the Respondent No.2 to complete the entire administrative 3 process, both inter-departmental and intra-departmental, by way of mutual cooperation and coordination, within a period of sixteen (16) weeks from today and four (04) weeks thereafter, for transferring of the due amount (Rs.25,43,132/-) into the bank account of the Writ Petitioner. 6. Writ Petitioner is directed to submit bank account details to the Competent Authority within two weeks from today, for effective compliance. 7. With these observations and directions, this Writ Petition stands allowed. No order as to costs. 8.
