During the pendency of the writ petition, the respondent No.4 took voluntary retirement. Accordingly, the petition has become infructuous and the writ petitioner does not wish to press for the same. Writ petition is accordingly, dismissed as not pressed. Mr. T. C. Chutia, learned counsel appears for the respondent Nos. 1 and 2. Interim order, if any, stands vacated.
