In this writ petition, the petitioner has called in question the endorsement dated 26.06.2024 issued by respondent No.4 vide Annexure-H, whereby the request of the petitioner seeking for promotion to the post of Anganawadi Worker has been rejected on the ground that she has not completed five years of service in the post of Anganawadi Helper. - 3 - HC-KAR NC: 2025:KHC:31170 WP No. 20494 of 2024 2. The petitioner was appointed as Anganawadi Helper in Hanumanalu-2 Anganawadi Centre, Hanumanalu Village, T.Narasipura Taluk, Mysore District on 16.03.2021. The petitioner submitted a representation on 07.06.2024 vide Annexure-G seeking for promotion to the post of Anganawadi Worker on the ground that she has completed three years of service as an Anganawadi Helper. By endorsement dated 26.06.2024 issued by respondent No.4, the request of the petitioner has been rejected vide Annexure-H. Being aggrieved by the same, the petitioner is before this Court. 3. The Government Order dated 23.09.2017 at Annexure-B relied upon by the petitioner is related to the appointment to the posts of Anganawadi Helper and Anganawadi Worker. It is not related to the promotion to the post of Anganawadi Worker. Therefore, the said Government Order dated 23.09.2017 relied upon by the petitioner is not applicable to the case of the petitioner. - 4 - HC-KAR NC: 2025:KHC:31170 WP No. 20494 of 2024 4. The learned AGA appearing for the respondents- State has filed detailed statement of objections along with the copy of the Government Order dated 03.12.2022. The said Government Order dated 03.12.2022 at Annexure-R1 has been issued by modifying the earlier Government Order dated 23.09.2017, which is relied upon by the petitioner. As per Clause-XII of Government Order dated 03.12.2022, it is very clear that one has to complete five years of service as an anawadi Helper to be promoted to the post of Anganawadi Worker. The relevant Clause-XII of the Government Order dated 03.12.2022 reads thus: “XII «Ä¤ CAUÀ£ÀªÁr PÁAiÀÄðPÀvÉð/CAUÀ£ÀªÁr ¸ÀºÁAiÀÄQAiÀÄgÀ£ÀÄß PÁAiÀÄðPÀvÉðAiÀÄgÀ£ÁßV ¥ÀzÉÆãÀßwUÉ UÀÄgÀÄw¸ÀĪÀ «zsÁ£ÀzÀ PÀÄjvÀÄ:- CAUÀ£ÀªÁr PÁAiÀÄðPÀvÉð ºÀÄzÉÝUÀ½UÉ ¦.AiÀÄÄ.¹. From the above Clause, it is very clear that the Anganawadi Helper, who has completed five years of service, is entitled for promotion to the post of Anganawadi Worker. 6. Since the petitioner has not completed five years of service in the post of Anganawadi Helper, she is not entitled to seek for promotion to the post of Anganawadi Worker. Therefore, the respondent No.4 has rightly issued the impugned endorsement. There is no error or illegality in the impugned endorsement issued by respondent No.4. 7.
