At the very outset, Shri Rishabh Agrawal raises a preliminary objection with regard to maintainability of the writ petition and submits that on the basis of an internal departmental communication a confidential report was submitted on 30.4.2019, which is under challenge in the present writ petition however on the basis of said report proceedings has been initiated, which is not challenged by the petitioner, therefore, the present writ petition is not maintainable. Confronted with the said fact, learned counsel for the petitioner wants to withdraw the present writ petition at this stage. Accordingly, the writ petition is dismissed as withdrawn at this stage.
