THE HONOURABLE SRI JUSTICE D. RAMESH WRIT PETITION NO: 28710/2025 The Court made the following Order:
This Writ Petition is filed under Article 226 of Constitution of India, seeking the following relief:
“... to issue writ order or direction more particularly, one in the nature of writ of mandamus or any other appropriate writ or direction declaring the inaction of the 4th respondent in disposing of our representations dated 12.09.2024 as illegal, arbitrary and consequently direct the 4th respondent to dispose of our representations dated 12.09.2024 and mutate our names in online web land portal”. 2. It is the case of the petitioners that the petitioners are the absolute owners and possessors of the subject land in an extent of Ac.3.10 cents in Sy.No.1565 of the 1st petitioner and Ac.4.10 cents in Sy.No.1574 of the 2nd petitioner in Rajampeta Village, Rajampeta Mandal, Annamayya District. 3.
Learned counsel for the petitioners submitted that the 1st petitioner has got the subject land of under assignment in favour of his mother and the 4th respondent has also issued DKT Patta vide DKT No.976/94 dated 27.06.1984 and he is cultivating the said land. The pattadar passbook and title deed was also issued in favour of his mother. Similarly, the 2nd petitioner also got the subject land of under assignment in favour of his father and cultivating the subject land and the 4th respondent granted DKT Patta in favour of his father vide DKT No.269 dated 10.05.1984. was also issued in favour of his father. While things stood thus, after acquisition of the right and title over the subject property of the petitioners, the petitioners approached the 4th respondent and requested to mutate their names in the online records. The petitioners submitted the representations to the 4th respondent on 12.09.2024. However, even after receipt of the said representation, the respondent authorities have neither considered the same nor issued any proceedings till date. Hence, the present Writ Petition. 4. Heard learned counsel for the petitioners and learned Assistant Government Pleader appearing on behalf of the respondents. 5. On the other hand, learned Assistant Government Pleader appearing on behalf of the respondents submitted that if the petitioners makes a Form-6A application/representation for mutation of their names in the revenue records in respect of the subject land, the respondents will consider the same and pass appropriate orders in accordance with the law. 6.
Having regard to the submissions made by the learned counsel for the petitioners and the learned Government Pleader for Revenue appearing for the respondents, and upon perusal of the material available on record, this Court is of the considered opinion that the present Writ Petition can be disposed of by granting liberty to the petitioners to submit their application in Form No.6A seeking mutation of their names in the revenue records and for issuance of IB Adangals in respect of the subject land, within a period of two (02) weeks from

the date of receipt of a copy of this order. Upon receipt of such application/representation, the respondent authorities concerned shall consider the same strictly in accordance with law and pass appropriate orders under the provisions of the Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971, within a period of one (01) month thereafter. 7. With the above direction, the writ petition is disposed of. No order as to costs. As a sequel, Interlocutory Applications pending, if any, shall stand closed. __________________________ JUSTICE D.
