By way of the instant writ petition, the petitioner who is a resident of Dwara Nongtyrnem Sirdarship, cultivating on the land, which belongs to the Sirdarship is before this Court assailing the levy and enhancement of ‘Khajna Rep’ and ‘Khajna Ing’ (levy on agricultural land and levy on dwelling house). 2. It is submitted by Mr. P.K. Borah, learned counsel for the petitioner that the levy by the respondent No. 3, is without any authority, inasmuch as, the land has not been assessed as per the United Khasi Jaintia Hills District (Land and Revenue) Regulation, 1953. He therefore, prays that directions be issued to stop this imposition of ‘Khajna Rep’ and ‘Khajna Ing’ (levy on agricultural land and levy on dwelling house), by the respondent No. 3. 3. Mr. T.T. Diengdoh, learned Senior counsel assisted by Mr. J. Pariat, learned counsel for the respondent District Council has submitted that whatever grievances the writ petitioner has against the respondent 2025:MLHC:269 No. 3, the same is first to be placed before the Executive Committee for examination, and that the writ petition is premature. He therefore submits that as the matter requires examination by the Executive Committee, the writ petition may be disposed of by allowing the writ petitioner to approach the Executive Committee, for redressal of the grievances. 4. Mr. P.K. Borah, learned counsel for the petitioner to this submission, prays that he may be allowed to withdraw this writ petition with liberty to prefer a proper petition before the Executive Committee, Khasi Hills Autonomous District Council. 5. Accordingly, this writ petition stands closed on withdrawal, however with liberty given to the writ petitioner to approach the Executive Committee by way of appropriate application. 6.
