If the representation is made by petitioner, respondent nos. 2 and 3 shall act promptly and if it is found that respondent nos. 4 and 5 have unnecessarily not extended benefit, appropriate action should be taken against them. The respondent nos. 2 and 3 shall take decision in the matter within one month from the date on which the application/ representation is made by petitioner.
