The present petition has been filed for the following reliefs:- "(i) Issue a writ, order or direction in the nature of mandamus commanding any specialized agency to carry out investigation into the matter, within time bound manner with necessary consequential action. (ii) Issue a writ, order or direction in the nature of mandamus commanding respondents to initiate and conclude necessary departmental proceedings against erring official, respondent No. 5 and the Contractors, within time bound manner." The nature of the reliefs and the position of the petitioner shows that the petition is in the nature of Public Interest Litigation (PIL). The declarations as required in State of Uttaranchal vs. Balwant Singh Chaufal & Ors. AIR (2010) SC 2550 have not been incorporated in the petition. On the prayer of the counsel for the petitioner, the writ petition is dismissed as withdrawn with the liberty to file a Public Interest Litigation (PIL) after incorporating the declarations as required by the High Court Rules and as specified in Balwant Singh (supra).
