GP FOR SERVICES I 4 THE HONOURABLE SRI JUSTICE NYAPATHY VIJAY WRIT PETITION No.30170 of 2025 ORDER: This writ petition is filed declaring the action of Respondent Nos.4 to 7 in interfering with the Petitioners‟ functioning as “Village Organization Assistant (VOA)” of Respondent Nos.8 to 11 in contravention of Circular No.64-7/SERP/IB/2019 dated 29.08.2019 as illegal and arbitrary. 2. The Petitioners were appointed as Village Organization Assistant in Respondent Nos.8 to 11-Society which are a registered societies and functioning under the provisions of the Andhra Pradesh Mutually Aided Cooperative Societies Act, 1995 and its own bye-laws. As the Official Respondents are restraining the Petitioners from discharging their duties as Village Organization Assistant of Respondent Nos.8 to 11-Soceity, the present writ petition is filed. 3. Respondent Nos.8 to 11 is said to be a Mutually Aided Cooperative Societies and the private employment of the Petitioners in Respondent Nos.8 to 11 cannot be the subject matter of the present writ petition, as Respondent Nos.8 to 11 is not a „State‟ under Article 12 of the Constitution of India. 4. Accordingly, the writ petition is dismissed. However, liberty is given to the Petitioners to avail alternative remedies under law in an appropriate forum.
