ORDER:
The present Writ Petition is filed questioning the action of the Respondents in issuing the suspension order dated 21.11.2025 and charge sheet dated 21.11.2025, as illegal and arbitrary.
2. The allegation against the Petitioner is that the Petitioner had collected an amount of Rs.65/- and failed to issue valid ticket for the same. On that issue, the impugned suspension order dated 21.11.2025 was passed.

Learned counsel for the Petitioner submits that as per the circular No.PD-01/2019 dated 01.01.2019, punishments have been identified for various misconducts by the employees. As per the said circular, punishment of maximum payable penalty of Rs.6,000/- can be imposed, as per clause 2.2.2 and recovery of ten times of the total ticket amount can also be imposed pursuant to the disciplinary proceedings.
4. Though the learned counsel for the Petitioner challenges the suspension order as well as the charge sheet, in the course of
arguments, learned counsel for the Petitioner restricted relief only to the suspension order and not the charge sheet.

5. Heard learned counsel for the Petitioner and learned Standing Counsel for APSRTC appearing for the Respondents.

Considering the submissions and in view of the fact that the continuous suspension of the Petitioner is not valid, the Writ Petition is disposed of, suspending the impugned order dated 21.11.2025, to the extent of suspension of the Petitioner and the Petitioner shall be reinstated into services. The Respondents are at liberty to conclude the enquiry, as expeditiously as possible. There shall be no order as to costs.
As a sequel, Interlocutory Applications pending, if any, shall stand closed.
