(Oral) Petitioner herein is aggrieved of order dated 19.12.2024 (Annexure P-6), passed by Deputy Commissioner, Kangra at Dharamshala, Himachal Pradesh, thereby ordering temporary shifting of Patwar Circle, Ranital from Ranital, District Kangra, Himachal Pradesh to the office of Gram Panchayat, Bhangwar, District Kangra, Himachal Pradesh. 2. Precisely, the grouse of the petitioner, as has been highlighted in the petition and further canvassed by Mr. Adarsh K. Vashista, learned counsel representing the petitioner is that on account of shifting Patwar Circle from Ranital to Gram Panchayat, Bhangwar, lot of inconvenience is being caused to the residents of
2025:HHC:2639 -2- Gram Panchayat Ranital and Rajiyana Khas, because now they are compelled to travel more than two kilometers to visit Patwar Circle. 3. While putting in appearance on behalf of respondents, Mr. Vishal Panwar, learned Additional Advocate General, specifically invited attention of this Court to impugned order dated 19.12.2024, to state that Patwar Circle, Ranital has been shifted temporarily to Gram Panchayat, Bhangwar on account of the fact that house/building, in which Patwar Circle, Ranital was housed, stands acquired by National Highway Authority of India for construction of National Highway-103. Mr. Panwar further states that work of afore National Highway is in full swing and as such, building, wherein Patwar Circle, Ranital is housed, already stands demolished and District Administration, to ensure smooth running of the Patwar Circle, has temporarily shifted the same to Gram Panchayat, Bhangwar, but as and when adequate accommodation becomes available at Ranital or in near vicinity, order dated 19.12.2024 shall be withdrawn. 4.
Having regard to the nature of dispute and order proposed to be passed by this Court, coupled with the statement given by learned Additional Advocate General, there appears to be no justification to call for reply, rather, petition at hand can be disposed of with the direction to Deputy Commissioner, Kangra at Dharamshala, Himachal Pradesh, to ensure that Patwar Circle, which
2025:HHC:2639 -3- earlier was located in Ranital is opened at a central place, which is convenient to villages falling under the jurisdiction of Patwar Circle, detailed hereinabove. Ordered accordingly. 5. Needless to say, authority concerned while doing the needful in terms of instant order, shall afford an opportunity of being heard to the concerned Gram Panchayat.
