Dutta, learned Standing Counsel, APSC appearing for the respondent Nos.1 and 2 and Mr. R. Islam, learned counsel for the respondent Nos.5, 6 and 7. Mr. B. Gogoi, learned counsel is present for the respondent No.11. By filing this writ petitioner, the petitioner has called into question the marks awarded to him in the Combined Competitive Examination, 2009 for recruitment in ACS (Junior Grade) inter-alia contending that he has been illegally given lesser marks based on erroneous assessment of his answercript. The selection process pertains to advertisement notice dated 16.02.2009 which was concluded in the year 2013 and the writ petition was also instituted in the year 2014. There is no interim order operating in this case. Therefore, it is apparent that the selected candidates have already been appointed, filling up the vacancies. Under such circumstances, regardless of the merit of the claim made in the writ petition, there is no scope for this Court to grant any relief to the petitioner at this distant point of time which is after a lapse of more than a Page No.# 4/4 decade.
