At the outset, the learned counsel appearing for the petitioner submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by directing the Registrar, Manipur University, Canchipur, to consider the representations (two in nos.) dated 22.09.2008 and 19.08.2025 submitted by the petitioner on its own merits and strictly in terms of the applicable rules/guidelines and to dispose of the same by issuing a speaking orders within a stipulated period. Sahu, learned senior counsel appearing for the respondent, fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representations submitted by the petitioner, he has no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioner. Considering the submissions advanced by the learned counsel appearing for the parties, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- i) The Registrar, Manipur University is hereby directed to consider the 2(two) representations dated 22.09.2008 and 19.08.2025 submitted by the petitioner on its own merits and strictly in terms of the applicable rules/guidelines and to dispose of the same by issuing appropriate orders. ii) The whole process should be completed within a period of 3(three) months from the date of receipt of a certified copy of this order. Page 3 iii) It is made clear that the aforesaid directions have been given without considering the merits of this writ petition.
