The Court made the following Order:-
Heard the learned counsel for the petitioners and the learned Assistant Government Pleader for the respondents. 2. This writ petition was filed questioning the action of the respondent Nos.2 to 4 in seeking to dispossess the petitioner Nos.1 to 3 from their lands in Sy.No.38/1B for an extent of Ac.4.31 cents in so for as the 1st petitioner, for an extent of Ac.4.56 cents in Sy.No.38/1C in so for as the 2nd petitioner and in so far as the 3rd petitioner for an extent of Ac.4.11 cents in Sy.No.38/1D situated at Keelagaram Village, Narayanavanam Mandal, Chittoor District without issuing any notice and without following the due process of law and without cancelling the D-Form pattas granted in fvour of the petitioners way back on 18.12.1985 and without initiating any land acquisition proceedings, ignoring their long standing possession. 3. On the other hand, the learned Assistant Government Pleader relying upon the written instructions of the 4th respondent dated 23.09.2025 submits that originally the land in Sy.No.38 of Keelagaram, Narayanavanam Mandal is shown as ‘Adavi’ in Fair Adangal of Narayanavanam Mandal. The total extent of the said survey number is Ac.199.70 cents, out of which an extent of Ac.33.54 cents is assigned to various persons.
The proposals for issuing of house sites to the eligible beneficiaries in Narayanavanam Mandal under the welfare scheme of housing, in respect of the Keelagaram Village, Narayanavanam Mandal were taken into consideration and prepared compact

blocks in the Keelagaram Village with an extent of Ac.13.36 cents, which are assigned lands and they were proposed for grant of house sites on payment of ex-gratia to the assignees/beneficiaries. 4. The 2nd respondent approved the proposals dated 13.03.2020 and the payment was also issued to the land acquisition beneficiaries. The then Tahsildar, Narayanavanam submitted the revised Land Acquisition proposals to an extent of Ac.4.31 cents in Sy.No.38/1B of Keelagaram Village for the writ petitioner and the file is under process. 5. In view of the same, the writ petitioners are permitted to make fresh representation, enclosing all the necessary documents in support of their claim within a period of four (04) weeks from the date of receipt of this order to the respondent Nos.2 to 4. On receipt of the same, the respondent Nos.2 to 4 are directed to consider and dispose of the representation of the petitioners, if any afresh, strictly in accordance with law, as expeditiously as possible preferably within a period of four (04) months thereafter. After giving due opportunity to all the parties concerned, including the petitioners and others,

upon verification of the records and the subject land, appropriate decision shall be taken on its own merits. 6. Accordingly, this Writ Petition is disposed of. Interim order if any deemed to have been vacated. There shall be no order as to costs. The written instructions of the 4th respondent dated 23.09.2025 shall be made as part of the Court record.
