ORDER 24.09.2025 The short grievance of the petitioner is as to non-
consideration of his case, wherein he has sought for extension of benefit of Lecturer (Group-A) Scale with effect from 2010 and Reader (Sate Scale) with effect from 2020 in accordance with the Placement Order 2014. The petitioner is permitted to file a fresh representation addressing to the Commissioner-cum-Secretary, Higher Education Department, Government of Odisha.

Learned counsel appearing for the petitioner vehemently argues that the matter is no longer res integra in view of the decision of this Court in W.P.(C) No.2062 of 2024 between Lokanath Behera v. State of Odisha decided on 13.08.2025 and therefore, there is no impediment for favourably considering the subject representation. That having not been done, indulgence of Writ Court is eminently warranted.
3. Learned AGA although initially resisted the petition, now fairly agrees to instruct O.P. No.1 to look into the grievance of the petitioner, as has been aired in the subject representation, in
the light of Lokanath Behera (supra), if all the contentions are kept open. With this proposal, learned counsel for the petitioner is agreeable. In the above circumstances, Writ Petition is disposed off. The decision to be taken by OP No.1 on the subject representation, in the light of the Lokanath Behera (supra), within an outer limit of eight weeks, which would include communication of the result of consideration to the petitioner. All
contentions are kept open. It is open to the answering OP No.1 to solicit any information or documents from the side of the Petitioner, as required for taking a decision on the subject representation. However, in that guise delay shall not be brooked. Now, no costs. Web copy of order to be acted upon by all concerned.
