Considering the submissions made, the Writ Petition is allowed and the impugned Rowdy Sheet opened against the petitioner vide proceedings in Dr.VJP,J W.P.No.23919 of 2025 C.No.10/OPEN/ROWDY/SDPO-K/23, dated 22.06.2023, is hereby set aside.
