The petitioner has filed the present petition, inter alia praying as under: "WHEREFORE, in view of the aforementioned facts and circumstances, the petitioner prays that this Hon'ble Court be pleased: - 3 - HC-KAR NC: 2025:KHC:29014-DB WP No. 19190 of 2025 I. To issue a writ in the nature of Mandamus directing the respondent no. 2 to execute mining lease deed over an extent of 12.20 acres for extraction of manganese ore in survey number 99 of Chikkabyladakere village and survey number 59 of Doddabyladakere village of Hosadurga taluk, Chitradurga District in favour of the petitioner in view of the notification bearing CI.312:MMM:2008 dated 21.03.2012 vide Annexure 'J', in the interest of justice and equity; II. To issue a writ in the nature of Mandamus directing the State Government to exercise Right of Pre- Emption under Rule 12(2) of Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016 in respect of iron ore over an extent of 12.20 acres in survey number 99 of Chikkabyladakere village and survey number 59 of Doddabyladakere village of Hosadurga taluk, Chitradurga District in favour of the petitioner, in the interest of justice and equity; III. To issue such orders and reliefs this Hon'ble Court deems fit under given facts and circumstances, in the interest of justice and equity; 2. The petitioner claims that he is entitled to lease in respect of 12.20 acres of land, in addition to the lease over 100 acres, which has already been granted in its favour. The petitioner has made a representation dated 12.08.2024 requesting the concerned authorities to execute the lease deed. However, the same has not been considered. 3. In view of the above, we dispose of the present petition by directing the respondents i. to consider the petitioner's representation dated 12.08.2024, if not already considered and take an informed decision after affording the petitioner an opportunity to be heard and ii. as expeditiously as possible and preferably within a period of 2 months from date.
