G RAJU The Court made the following: :: ORDER :: The above contempt case was filed, complaining of a violation of the order dated 17.02.2025, passed in W.P. No. 4053 of 2025. 2. Heard learned counsel appearing on either side. 3. The petitioner filed the aforementioned writ petition to declare the action of the Regional Director of Medical and Health Services, Guntur, in continuing the disciplinary proceedings initiated vide charge memo in Rc.No.350/A2/2022-23, dated 06.03.2023, as illegal and arbitrary. 4. The said writ petition was disposed of on 17.02.2025. The operative portion of said order reads as follows: “Given the facts and circumstances of the case, without touching the merits of the matter, the Writ Petition is disposed of, at the admission stage, with the consent of learned counsel on either side directing respondents 1 and 2 to conclude the inquiry, in pursuance of Ex.P.1 charge memo, within three months from the date of receipt of copy of this order. The respondents shall also consider the petitioner’s case for promotion to the post of Deputy Extension Mass Media Officer, if her case is in the zone of consideration, strictly in terms of G.O.Ms.No.257, dated 10.06.1999 as and when DPC is constituted.” 5. In the affidavit filed in support of the contempt case, it was pleaded that the respondents have violated the order dated 17.02.2025. 6. The above contempt case was filed on 03.09.2025. When the contempt case was listed on 22.11.2025, Sri Raju, learned counsel appearing for the respondents submitted the proceedings of the Regional Director of Medical & Health Services, Zone-III, Guntur vide Rc.No.70/A2/2025, dated 26.08.2025, wherein the competent authority opined that the petitioner is liable for punishment as per CCA Rules and accordingly, imposed punishment of withholding of annual grade increments for a period of two years without cumulative effect. Copy of said proceedings was also communicated to the petitioner. 7. Today when the matter is taken up for consideration, learned counsel for the petitioner endorsed the proceedings dated 26.08.2025. 8. Given the facts and circumstances of the case, this Court does not find any violation of the order dated 17.02.2025, passed in W.P. No. 4053 of 2025 and the Contempt Case is dismissed. However, it is open to the petitioner to challenge the aforementioned proceedings before the appropriate forum, if aggrieved. No order as to costs.
