The record reveals that in the instant petition, notice was issued on 10.05.2013 and the same was last listed on 03.05.2016 when the proceedings in the contempt petition were closed and the main matter was directed to be listed in due course. Since then, there was no effort on part of the petitioners to get the petition listed and today also, when the instant petition was listed after a period of eight years, there was no representation on behalf of the petitioner. Even otherwise, the grievance, which has been projected in the instant petition is that the petitioners, who were serving as 10+2 Lecturers on contractual basis are seeking regularization in terms of Jammu and Kashmir Civil Services (Special Provisions) Act, 2010. Since the very engagement of the petitioners, who have been engaged in different High Schools was contractual and the period of the contract has since been over, thus, the Lecturers, who were engaged on contractual basis have no vested right to seek regularization to the same. In light of the aforesaid, the instant writ petition, which is devoid of any merit deserves dismissal and the same is, accordingly, dismissed along with connected application(s).
