University of Health Sciences GP for Sports CORAM : THE CHIEF JUSTICE DHIRAJ SINGH THAKUR SRI JUSTICE R RAGHUNANDAN RAO DATE : 13th November 2025 P C : The case of the petitioner is that even when he had participated in the event of ‘swimming’ in the District Swimming Tournament held in the year, 2023-2024, in the U-19 boys category held at Tirupati from 09.11.2023 to 11.11.2023 and subsequently participated in the 67th National School Swimming Championship Tournament in the same year held at New Delhi, in the individual event, he was allotted priority No.189 only without considering his participation at the national level. 2. The stand of the Sports Authority, upon instructions, was that since the petitioner had failed to win a medal in the State 2 HCJ & RRRJ W.P.No.31260 of 2025 Championship/District Championship, in terms of G.O.Ms.No.8, dated 23.11.2020, the petitioner was not eligible. 3. However, on a perusal of the said G.O., it can be seen that the same applies only for purposes of direct recruitment to Government Departments and does not at all apply to admissions in professional courses. The reliance placed upon the said G.O., in our opinion, is therefore clearly misplaced. If that be so, then the petitioner cannot be denied the credit of participation at the national level or for that matter at the inter-district level. 4. The Sports Authority is, accordingly, directed to reconsider the case of the petitioner and place the petitioner at the appropriate spot in the priority list. 5. Since the timelines are fast approaching closure i.e. 14.11.2025, we direct the needful be done forthwith keeping in view the G.O.Ms.No.10, dated 15.07.2008. 6. The Writ Petition is, accordingly, disposed of. No costs. Consequently, connected miscellaneous applications, if any, shall stand closed.
