********** Advocate for Appellant:
K KOUTILYA Advocate(s) for Respondent(s):
PASALA PONNA Rao, DEPUTY SOLICITOR GENERAL OF INDIA, YELLATI NAGA SRINIVAS, S DUSHYANTH REDDY
CORAM : THE CHIEF JUSTICE DHIRAJ SINGH THAKUR SRI JUSTICE R RAGHUNANDAN RAO DATE : 4th December 2025 P C :
Heard Sri O. Manohar Reddy, the learned Senior Counsel appearing for M/s. C.K.R Associates, Sri Yellati Naga Srinivas and Sri S. Dushyanth Reddy,
learned counsel appearing for the respondents.
2. The Roller Skating Federation of India, which is arrayed as the 3rd respondent, in the present Writ Appeal, is the Apex National Body relating to the sport of Roller Skating in India. The appellant herein is the President of 3rd

respondent-Federation. The 3rd respondent-Federation had initially chosen Visakhapatnam as the venue for the conduct of the 63rd National Roller- Skating Championship, 2025 by way of a resolution said to have been passed in the General Body Meeting held on 24.05.2025. Thereafter, on account of disputes between the appellant as President of the 3rd respondent and the General Secretary of the 3rd respondent as well as on the question of suitability of the facilities available in Visakhapatnam, decided to postpone the said games, by way of its Circular, dated 29.10.2025. This Circular was challenged by the 1st respondent herein, by way of W.P.No.31670 of 2025. A learned Single Judge of this Court, by an order dated 14.11.2025, had
directed the Union of India, arrayed as 4th respondent herein, to intervene in the matter so as to resolve the issues hindering the conduct of the National Championship. The learned Single Judge, by a separate order, dated 28.11.2025, after recording that the 4th respondent was unable to make any headway, had appointed two Advocate Commissioners to visit the venue, where the Championship was to be held, and to file a report as to the status of the venues. The Advocate Commissioners, appointed under this order are said to have inspected the venues, on 30th November, and filed their report. Thereafter, a learned Single Judge of this Court passed an order, dated 03.12.2025, directing the necessary authorities to make necessary arrangements for the smooth conduct of 63rd National Roller Skating Championship in Visakhapatnam on the previously fixed dates. 3 HCJ & RRR,J W.A.No.1283 of 2025
3. Aggrieved by this order, the appellant had moved the present Writ Appeal. 4. Sri O. Manohar Reddy, the learned Senior Counsel, appearing for M/s.C.K.R Associates, learned counsel for the appellant, would contend that the facilities available in Visakhapatnam do not meet the standards and requirements for conduct of a National Championship. He would submit that various facilities are still under the process of being set up and completed. He would submit that conduct of a National Championship, in such unsuitable venues would not only hamper the performance of the Roller Skaters but also lead to serious injuries to the Roller Skaters. The learned Senior Counsel would also contend that various States have not sent their Roller Skaters because of their apprehension about the quality of the venue and the safety factor involved in such venues. 5. Sri S. Dushyanth Reddy, the learned counsel appearing for the 1st respondent would contend that about 2,600 Roller Skaters have already arrived in Visakhapatnam and are practising there. He would submit that any delay or disruption in the conduct of the championship would cause immense difficulties to the Roller Skaters. 6. Since the Championships have to be conducted from 5th December and a large number of the Roller Skaters from various States are said to have congregated in Visakhapatnam, it would not be prudent to stay or

postpone the said events.
Any stay or postponement of the championship by this Court, would cause enormous disruption, affecting the large number of Roller Skaters who are already in Visakhapatnam. For this reason, this Court does not deem it appropriate to interfere with the orders of the learned Single Judge. 7. Accordingly, this Writ Appeal is dismissed. There shall be no
order as to costs. _________________________ DHIRAJ SINGH THAKUR, CJ
