Basing on the report submitted by the 6th respondent, the 5th respondent issued a show cause notice dated 12.11.2025, duly framing eight charges against the petitioner, calling for his explanation within seven days from the date of receipt of the notice. For which, the petitioner submitted his explanation on 19.11.2025. 4. The grievance of the petitioner is that in spite of the petitioner submitting a detailed explanation to each and every charge, the 5th respondent, without considering the same, placed the petitioner’s authorization under suspension pending enquiry vide proceedings dated 30.11.2025, which are impugned in the present writ petition. It is also the case of the petitioner that though he was present at the Fair Price Shop on the date of the said inspection, charge No.3 was framed duly stating that the petitioner was not present at the time of inspection. But however, with regard to the other charges, the petitioner has already submitted an explanation to the 5th respondent. 5. Heard learned counsel for the petitioner and learned Assistant Government Pleader for Civil Supplies appearing for the respondents. 6. Having observed that the impugned proceedings dated 30.11.2025 pertain to suspension pending enquiry and as temporary dealer has already been appointed to the subject Fair Price Shop; without going into the merits of the
