G.P. for Finance & Planning The Court made the following: 2 W.P.No.15259 of 2025 ORDER: This writ petition is filed under Article 226 of the Constitution of India seeking following relief: “...to issue an appropriate writ, order or direction more particularly one in the nature of Writ of Mandamus declaring the action of the respondents for with-holding the admitted amount of Rs.6,47,424/- (Rupees six lakhs forty seven thousand four hundred and twenty four only) for supply of tractors, rotovators under the SMAM and RKVY schemes for the year 2018-2019 to 2021-2022 through DBT mode to the farmers on subsidy basis is illegal, arbitrary and violation of Article 14, 19, and 21 of the Constitution of India and for consequently direct the respondents to pay Rs.6,47,424/- (Rupees six lakhs forty seven thousand four hundred and twenty four only) with interest and other reliefs and to pass...” 2. It is the contention of the petitioner that even though the respondents admitted that the petitioner is entitled to the claim amount, no payment is made. The petitioner contends that such non-payment of money is clearly arbitrary and high-handed requiring the interference of this Court. 3. On the other hand, learned Assistant Government Pleader for Agriculture, while admitting about the agreement amount, placed on record instructions received from the O/o. the Director of Agriculture, Andhra Pradesh, dated 09.09.2025. He further submitted that the bill is pending for release of budget from the respondent No.2 and that the petitioner had to submit documentary evidence to make the claim. 4. In reply, the learned counsel for the petitioner requested to dispose of the writ petition, permitting the petitioner to submit the 3 W.P.No.15259 of 2025 supporting documents with regard to claim amount, with liberty to the respondents to examine the entire claim, and release the admitted amount. 5. Accordingly, this Writ Petition is disposed of with a direction to the petitioner to submit the documents to the concerned authority supporting the claim of Rs.6,47,424/- (Rupees six lakhs forty seven thousand four hundred and twenty four only), and the respondents shall pay the admitted amount, along with interest as per the entitlement, to the petitioner within a period of two (02) months after submission of the required documents by the petitioner.
