Private respondent nos.3 to 6 are obstructing his intention of making construction on his property. He made representation dated 29th April, 2025 to respondent no.2 (the District Magistrate). Mr. Ahmad points out rule 21 in Uttar Pradesh Maintenance and Welfare of Parents and Senior Citizens Rules, 2014 to submit, it is duty of respondent no.2 to come to aid of his client. 2. Mr. Ambrish Shukla, learned advocate, Additional Chief Standing Counsel appears on behalf of State and submits, it is apparent from the writ petition that there is private dispute between petitioner and private respondents. On query he submits, nevertheless the application will be dealt with. 3. Respondent no.2 is directed to consider petitioner's application dated 29th April, 2025. Petitioner will communicate certified copy of this order and copy of his application to said respondent. On consideration of the application, in event respondent no.2 finds substance, assistance be rendered to petitioner. 4. For the purpose, private respondents may be noticed. 5.
