Representation dated 24.02.2025 (Annexure P-1), submitted by the petitioner, reads as under:- “To Deputy Commissioner Ambala Sub: Regarding embezzlement of Rupees Nine Lakh Twenty Six Thousand Eight Hundred Ninety Six (Rs.9,26,896/-) from the Panchayat funds by digging soil from Gula pond and selling the same without any estimate, MB by the serving Sarpanch Rinku Machal. Sir, It is requested that I am Gurdeep Singh S/o Sh. Karamjeet Singh is permanent resident of Village Talheri Rangdhan and request your goodself that in the year 2023, our village Sarpanch Rinku Machal did not carry out the cleanliness work of Gula Johad in our village instead got the same dug out, for which, the Sarpanch got done the digging without any estimate or permission from the officials and deployed the dumper, tractor-trolley and JCB for digging process. During the digging process, the soil was not dumped in the village instead the soil was sold outside the village, qua which, I made a call at Toll free No.112 and got arrested the trolley loaded with soil outside the village, which trolley was duly confiscated by the Barara Police at 9 PM, the videography of which is available with me. But when I demanded the resolution, MB and bills from Sarpanch Rinku through R.T.I., then he provided me only the resolution. Neither estimate nor MB and nor complete bills were given to me. 1. By passing resolution dated 2/6/2023, an amount of Rs.40,000/- vide Cheque No.524045 was withdrawn for payment to labour for removing water from the ponds, qua which, neither there is any estimate nor MB. 2. By passing resolution dated 2/6/2023, an amount of Rs.54096/- vide Cheque No.524046 was withdrawn for payment of Diesel (engine) deployed for removing water from the pond, that too without any estimate nor MB. 3. Bill No.:- 1. 21/27/5/2023 (10,620), 2. 24/1-6-2023 (58,480), 3. 25/2-6-2023 (62,572), 4. 27/4-6-2023 (31,367), 5. 28/5-6-2023 (57,496), 6. 26/3-6-2023 (68,824), 7. 29/6-6- 2023 (67,806), total 3,53,565, these seven bills were not provided to me in R.T.I. or they are not available in record. 4. Thereafter, bills amounting to Rs.4,79,235/- are issued in the name of Jabir Singh, qua which, no resolution exists in the record and nor in the cash book of FFC. 1. Bill No. 30/7-6-2023 (96,040), 2. Bill No.31/8-6-2023 (1,07,368), 3. Bill No. 32/9-6-2023 (59,955), 4. Bill no.33/10-6-2023 (56,981), 5. Bill No.35/16-6-2023 (93,850), 6. Bill No.36/17-6-2023 (65,041), total Rs.4,79,235. In total, an amount of Rs.9,26,896/- has been withdrawn from the Panchayat funds by serving Sarpanch without any estimate and MB and has embezzled the same.
