ORDER:
The present Writ Petition is filed under Article 226 of the Constitution of India seeking the following relief:
“…to issue a writ, order or direction more particularly one in the nature of a Writ of Mandamus or any other appropriate Writ, Order or Direction (a) To declare the action of the 3rd Respondent in rejecting the Petitioner Mutation Application No.MUT251106027864 dated 06.11.2025 via a cryptic, unreasoned, and arbitrary order, as being illegal, unconstitutional, and in violation of the principles of natural justice, besides being a colourable exercise of power and in contravention of the Andhra Pradesh Rights in Land and Pattadar Passbooks Act and the Rules made thereunder; (b) To consequently set aside the impugned rejection order dated 06.11.2025 passed by the 3rd Respondent; (c) To direct the Respondents, particularly the 3rd Respondent (Tahsildar, Rolla Mandal), to forthwith mutate the subject lands admeasuring an extent of Ac.1.16 cents in Survey Nos.135-3, 136-1, and 136-3 of Ratnagiri Village, Rolla Mandal, Sri Sathya Sai District, in the name of the Petitioner and consequently issue the Pattadar Passbook and Title Deed in her favour and pass such other order or orders…”

The short grievance of the petitioner is that the petitioner’s husband was the absolute owner of the agricultural lands admeasuring Ac.0.55 cents in Sy.No.1353, Ac.0.47 cents in Sy.No.1361 and Ac.0.14 cents in Sy.No.1363, at Ratnagiri Village, Rolla Mandal, Sri Sathya Sai District. Petitioner’s husband died intestate on 25.05.2023. Thereafter, petitioner succeeded to the said properties. Be that as it may, petitioner submitted online application dated 06.11.2025 seeking mutation and issuance of pattadar passbook in the name of petitioner. The respondents have rejected the same by impugned rejection

order dated 06.11.2025, without assigning any reasons. Aggrieved thereby, the present writ petition has been filed.
3. Heard Sri O.Udaya Kumar, learned counsel for petitioner and learned Assistant Government Pleader for Revenue for respondents.

Learned counsel for the petitioner submits that the petitioner submitted Form-6A application seeking mutation of the petitioner’s name in the revenue records. However, the said application has been rejected by the respondents without assigning any reasons, except stating that rejected within SLA.
5. Learned Assistant Government Pleader for Revenue, appearing on behalf of respondents, submits that the respondents will reconsider the petitioner’s application and reasoned order will be passed within the stipulated time.
6. Considering the said submissions, the Writ Petition is disposed of. The impugned rejection order dated 06.11.2025 is hereby set aside and the matter is remanded back to the concerned authority to consider the petitioner’s Form- 6A application once again and pass a reasoned order, in accordance with law, within a period of two (02) months from the date of receipt of a copy of this
order. There shall be no order as to costs.
As a sequel thereto, miscellaneous petitions pending, if any, shall stand closed.
