Under the Kerala Education Act and Rules, a distinction has been made regarding the qualifications for appointment as a High School Assistant and the Headmaster. The petitioner wants to logically extend the qualification of the High School Assistant for the purpose of appointment as Headmaster. In fact, going by the distinct qualifications as prescribed under Kerala Education Act and Rules, the one prescribed for High School Assistant cannot be taken as the qualification for the purpose of appointment as Headmaster. It is specifically recorded in Rule 44 of Chapter XIV of the Kerala Education Rules that one should possess an experience of twelve years after the acquisition of collegiate training such as B.T, L.T or B.Ed. as qualification. In such circumstances, if one does not possess the qualifications as prescribed under the relevant rules for the appointment as Headmaster, he cannot aspire to become the 2025:KER:28553 W.A.
