The present application has been filed pleading willful disobedience of the order dated 21.02.2019 passed by this Court in Writ - C No. 2937 of 2019. The operative portion of the order dated 21.02.2019 is reproduced below:- "Till the next date of listing, the effect and operation of the order dated 31.12.2018 shall remain stayed. Meanwhile, the petitioner may file a detailed objection in response to the order dated 31.12.2018 within a week's time and the competent authority would proceed in terms of the reply filed by the petitioner and in the light of Control Order 2004, Government Order dated 29.7.2004 and Full Bench judgement of this Court in Puran Singh vs. State of U.P. and others 2010 (3) ADJ 659 (FB) but no final order shall be passed without leave of this Court. It is also being assured by Sri Malik that the petitioner would endeavour to cooperate in the proceeding. " Through order dated 31.12.2018, the license for the fair price shop of the applicant was put under suspension and proceedings for cancellation were instituted. The allegation of the applicant in the present application is that even though, no final orders have yet been passed because of the restrain imposed by this Court vide its order dated 21.02.2019, the opposite parties have allotted less units to the applicant. The act of the opposite parties complained off in the present contempt application do not amount to disobedience of the order dated 21.02.2019. The order dated 21.02.2019 has been passed in a writ petition filed against the proceedings for cancellation of the license of the applicant. The act that the opposite parties reducing the units allotted to the applicant does not amount to any willful disobedience of the order of the Writ Court by the opposite parties.
