Heard learned Counsel for the parties and perused the record. 2. The present petition has been filed for the following relief : "1. A writ, order or direction in the nature of mandamus directing the respondent no.2 to conclude the proceedings of case no. 14383 of 2024 report Lekhpal Vs. Bhulai Ram Prajapati Resident of Khanpur Akbar, Jaunpur under section 136 of U.P. Revenue Code 2006 expeditiously within period stipulated by this Hon'ble court" 3. Learned Standing Counsel has raised a preliminary objection that petitioner is not party to the proceedings which is being sought to be expedited by the petitioner and therefore no relief can be granted to the petitioner. 4.
