The court made the following order:
This writ petition is filed under Article 226 of the Constitution of India to issue an order, writ or direction more particularly one in the nature of writ of mandamus declaring the action of the respondents with-holding the admitted amount of Rs.6,75,000/- (Rupees six lakhs seventy five thousand only) for supply of tractors under the S.M.A.M. scheme for the year 2018-2019 through D.B.T. mode to the farmers on subsidy basis is illegal, arbitrary and violation of Article 14, 19, and 21 of the Constitution of India and consequently direct the respondents to pay Rs.6,75,000/- (Rupees six lakhs seventy five thousand only) with interest and other reliefs and to pass such other order which this Court deems fit in the interest of justice. 02. It is the contention of the petitioner that even though the respondents admitted that the petitioner is entitled to the aforesaid amount, no payment has been made. The petitioner contends that such non-payment of money is clearly arbitrary and high-handed, requiring the interference of this Court. 03.
On the other hand, learned Government Pleader for Agriculture, while admitting about the claim of the petitioner, placed on record instructions received from the office of Commissioner and Director of Agriculture, Andhra Pradesh, Guntur vide Lr.No.Court case / 29234 / 2025, Dated 17.11.2025 wherein it was mentioned that the total supply subsidy is an amount of Rs.23,25,000/- under SMAM (Submission on Agriculture Mechanization ) and Rythu Radham as per the record available with the respondents, and out of the same an amount of Rs.16,50,000/- was already paid to the petitioner, and the balance due is Rs.6,75,000/- only. The instructions further state that the petitioner is required to submit the supporting documents to the respondent No.3 for clearing the admitted amount of Rs.6,75,000/- only. 3

In view of the above instructions, the learned counsel for the petitioner requested to dispose of the writ petition, permitting the petitioner to submit the supporting document to a tune of Rs.6,75,000/- with liberty to the respondents to examine the entire claim, and release the admitted amount. 05. Accordingly, the writ petition is disposed of directing the petitioner to submit to the respondents No.3 the documents supporting the claim for Rs.6,75,000/- and the respondents shall pay the admitted amount within two (02) months after submission of the documents by the petitioner. There shall be no orders as to costs. As a sequel thereto, miscellaneous petitions, if any, pending in this writ petition shall stand closed. ___________________________ JUSTICE B.S. BHANUMATHI
