JUSTICE SURAJ GOVINDARAJ) 1. The petitioners are before this Court seeking for the following reliefs: I. Writ of Certiorari or any other Order or Direction, quashing the impugned proceedings dated 13.05.2025 in No.PaPamLo/Sa.Sa.Nakalu Prati/2025-26 passed by Respondent No.2 as per Annexure-G. II. Writ of Mandamus or any other Order or Direction, directing respondents no.2 to issue the allotment letters in favour of the petitioners in respect of the shops to which they emerged as successful bidders. III. Issue any other appropriate Writ or order or direction which deems fit to grant by this Hon’ble Court in the facts circumstances of the case, to meet the ends of justice. 2. The grievance of the petitioners is that petitioners being the successful bidder in the earlier tender for allotment of commercial shops, respondent No.2 has - 3 - HC-KAR NC: 2025:KHC-D:9359 WP No. 104093 of 2025 reissued the tender and it is in that background, the aforesaid reliefs has sought for. 3. Though there is no dispute as regards the petitioner being successful tenderer, the fact remains that, no award of tender has been made in favour of the petitioner, no allotment of shops has been made in favour of the petitioner and as such, the tendering authority has re-initiated a fresh tender process. The petitioner cannot have any grievance thereto. The petitioner would always be at liberty to participate in the fresh tender, which has been issued or to be issued. 4.
