At the outset, the learned Sr. counsel appearing for the petitioner submitted that the present writ petition can be disposed of by issuing a simple direction to the respondents to consider the case of the petitioner for appointment as a Primary Teacher in Autonomous District Council in terms of the order dated 20.06.2017 issued by the Secretariat, TA & Hills Department, Government of Manipur more particularly in terms of para 5 of the said order. Mr. Th. Vashum, learned GA appearing for the respondents submitted that he has no objection in disposing of the present writ petition as prayed for by the learned Sr. counsel appearing for the petitioner, however, the learned GA submitted that an observation may be made at the time of consideration of the case of the petitioner, such LUCY GURUM AYUM Digitally signed by LUCY GURUMAYUM Date: 2025.08.01 12:49:41 +05'30' 2 consideration should be strictly in terms of the relevant rules and guidelines issued by the authority. Taking into consideration the submission advanced by the learned counsel appearing for the parties, this Court is of the consider view that it will be in the interest of justice to issue the following directions; (i) The respondents are hereby directed to consider the claim of the petitioner for his appointment as a Primary Teacher in the Autonomous District Council in terms of the order dated 20.06.2017 issued by the Secretariat, TA & Hills Department, Government of Manipur and also strictly in terms of the applicable rules and guidelines issued by the government in this regard. (ii) The said consideration should be completed by issuing a speaking order within a period of 3(three) months from the date of receipt of certified copy of this order. With the aforesaid direction the present writ petition is disposed of. JUDGE Lucy
