ORDER:
This Writ Petition is filed under Article 226 of Constitution of India, seeking the following relief:
“... to issue Writ Order or direction more particularly one in the nature of Writ of Mandamus, declaring the action of the 2nd respondent is not taking action to change the classification of the land to an extant of Ac.0.25 cents in Sy.No.211/B of Yemmiganur village and mandal Kurnool district as recommended by the 3rd respondent vide proceeding in RCE 189/2016 dated 14-02-2024 are illegal and arbitrary and consequently direct the 2nd respondent to act upon the proceedings of the 3rd respondent dated 14-02- 2024 and take appropriate steps to change the classification of the land in Sy.No.211/B of Yemmiganur village and mandal Kurnool district and issue rectified pattas by rectifying the survey number from 212 to 211/B of Yemmiganur”.
2. Heard learned counsel for the petitioners and learned Assistant Government Pleader appearing on behalf of the respondent s

Learned counsel for the petitioners has submitted that as per the report submitted by the 3rd respondent dated 14.02.2024 to the Collector i.e., respondent No.2, the respondents have not implemented the same and not converted the land from local fund poramboke to assessed waste, the petitioners have approached this Court by way of this writ petition. 4. Considering the material, this Court has passed an order dated 29.08.2025, which reads as follows:

“The writ petition is filed challenging the action of the respondents in not taking action to change the classification of the land to an extent of Ac.0.25 cents in Sy. No.211/B of Yemmiganur Village and Mandal, Kurnool District, as recommended by the 3rd respondent-Sub Collector vide proceedings dated 14.02.2024 and consequently, prayed to direct the 2nd respondent to act upon the proceedings of the 3rd respondent dated 14.02.2024 and to take appropriate steps for classification of the land. Learned Assistant Government Pleader furnished proceedings dated 25.08.2025, which was addressed by the District Collector, Kurnool, to the learned Government Pleader for Revenue, High Court of Andhra Pradesh. On perusal of the proceedings it appears that the Collector has directed the Sub- Collector, Adoni, to take necessary action to change the classification from Local Fund Road Poramboke to assessed waste, as per the law. The Sub-Collector through endorsement dated 14.04.2024, by way of return proposal, observed that the District Collector shall be authority to order transfer of Poramboke from one head to another or to Assessed Waste. The District Collector once again returned to the Sub-Collector, Adoni with a direction to take necessary action for change of classification from Local Fund Road Poramboke to Assessed Waste as per law. The Revenue Divisional Officer has given authorization for conversion of Poramboke into Assessed Waste or Ayan vide G.O.Ms.No.1187 Revenue (P) Department date 02.09.1975. Therefore, the Court directs the respondents to take appropriate steps for classification of the land from Local Fund Road Poramboke to Assessed Waste as expeditiously as possible and communicate the same to the Court within a period of four weeks from the date of receipt of the order. List the matter after eight (08) weeks.”

Subsequently, the learned Assistant Government Pleader appearing on behalf of the respondents has placed the instructions of the Collector dated 23.08.2025, according to the said instructions, the Collector has already given

instructions to the Sub-Collector for change of classification from one head to Village Site Poramboke (VSP) i.e., Poramboke to VSP or Assessed Waste to VSP or UAW to VSP as per BSO.15 Section-I (3)(ii). 6. In the said circumstances, there is no meaning in keeping the writ petition pending and it can be disposed of directing the respondent authorities concerned to take appropriate action as directed by the District Collector in his letter in Rc.No.E4/1713/2016 dated 23.08.2025 as expeditiously as possible preferably within a period of three (03) months from the date of receipt of this
order.
7. With the above said direction, this Writ Petition is disposed of. There shall be no order as to costs.
