Heard learned counsel for the petitioner, learned counsel for respondent nos. 2 to 5 and learned Standing Counsel for the respondent-State. 2. The present writ petition has been filed with the following prayers :- "I. Issue a writ, order or direction in the nature of mandamus directing the respondent No. 2 to consider the promotion of the petitioner from the post of Assistant Accountant to the post of Accountant as fell due in the selection year 2023-2024 with all the promotional benefits in view of the Official Memorandum dated 16.10.2021 bearing letter no. 1200 issued under the order of Board of Directors, U.P. Power Corporation Ltd., Shakti Bhawan, 14-Ashok Marg, Lucknow within stipulated period as directed by this Hon'ble Court. II. Issue a writ, order or direction in the nature of mandamus commanding the Respondent No. 2 to conclude the disciplinary proceedings with regard to the charge sheet dated 14.12.2022 issued against the petitioner by the Chief Engineer and convener (Inquiry Committee - I), Pashchimanchal Vidyut Vitran Nigam Ltd. Victoria Park, Meerut. III. Issue a writ, order or direction in the nature of mandamus commanding the Respondent No. 2 to consider and decide the representation of the petitioner dated 22.02.2025 made in regard to his promotion from the post of Assistant Accountant to the post of Accountant within some stipulated period as fixed by this Hon'ble Court which is pending before him." 3. Learned counsel for the petitioner submits that promotion of the petitioner is not being made by the respondents on account of the pendency of the disciplinary proceedings against the petitioner by the Chief Engineer and Convenor (Inquiry Committee-I), Pashchimanchal Vidyut Vitran Nigam Ltd., Victoria Park, Meerut. Learned counsel for the petitioner further submits that ends of justice would be served in the event respondents are directed to complete the enquiry proceedings in a time bound manner and thereafter promotion of the petitioner would be considered. 4. Learned counsel for the respondent nos. 2 to 5 - Power Corporation submits that disciplinary proceedings would be completed in a time bound manner and thereafter promotion of the petitioner would be considered. 5. Considering the facts and circumstances of the case, the writ petition is disposed of with a direction to the respondent nos. 2 to 5 to complete the disciplinary proceedings against the petitioner within a period of two months from the date of production of certified copy of this order and thereafter the petitioner would be considered for promotion in accordance with law.
