Affidavit of service filed in Court today is taken on record. The petitioner is an Assistant Professor in Bengali of Ananda Chandra Training College at Jalpaiguri. The petitioner claims to have completed her M.Phil Degree in Bengali. The petitioner states that since she has completed the M-Phil she is entitled to two additional increments in terms of the Government Orders dated November 4, 2016 and November 8, 2016. The petitioner alleges that in spite of several representations being made the respondent authority has not communicated its decision with regard to the
2 prayer of the petitioner for release of two additional increments. Learned advocate appearing for the petitioner submits that the petitioner submitted her representation dated March 17, 2025 but the respondent authorities are sitting tight over such representation. Since the petitioner has placed reliance upon the Government orders in support of her claim for additional increments on account of obtaining the M.Phil Degree, this Court is of the considered view that the concerned authority has to take a decision with regard to the prayer of the petitioner expeditiously. Without entering into the claim of the petitioner, WPA 678 of 2025 is disposed of by directing the Director of Public Instruction, Department of Higher Education, Government of West Bengal being the respondent no.2 herein to consider the representation of the petitioner for disbursal of additional increments and to dispose of the same by passing a reasoned order after giving an opportunity of hearing to the petitioner or her authorized representative. Needless to mention that such reasoned order has to be communicated to the petitioner immediately thereafter. The entire exercise shall be completed as expeditiously as possible but positively within a period of four weeks from the date of receipt of a server copy of
3 this order along with a copy of the representation dated 17th March, 2025. No order as to costs. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
