Petitioners' case for promotional grade and selection grade were rejected on ground that documents submitted were not complete and for reference relevant part of impugned order is reproduced hereinafter :- "1- जजिलला समलाजि कल्यलाण अजधिकलाररी (वविकलास), बजलयला दलारला वकसरी भरी ससंलग्नक कक प्रमलावणत नहहीं वकयला गयला हहै। 2- जजिलला समलाजि कल्यलाण अजधिकलाररी (वविकलास), बजलयला दलारला प्रप्रेवषित प्रवशिक्षण ममुवक प्रमलाण पत्र कला सत्यतला कप्रे सम्बन्धि मम न तक सहलायक वशिक्षला वनदप्रेशिक , पसंचम मण्डल, विलारलाणसरी सप्रे भभौवतक सत्यलापन करलायला गयला हहै और न हरी जजिलला समलाजि कल्यलाण अजधिकलाररी (वविकलास), बजलयला दलारला सत्यलावपत करतप्रे हहए वनदप्रेशिलालय , समलाजि कल्यलाण, उ०प्र० कक अग्रसलाररत वकयला गयला हहै। 3- समस्त अध्यलापककों कप्रे चररत्र प्रमलाण पत्र पर सम्बनन्धित अध्यलापककों कप्रे वनयमुवक पत्र पर दशिलार्शायप्रे गयप्रे प्रबसंधिककों सप्रे इतर उन प्रबसंधिककों दलारला गत विषिरसं कप्रे चररत्र प्रमलाण पत्र पर हस्तलाक्षर वकयप्रे गयप्रे हहै, जजिनकला प्रबन्धिककीय हस्तलान्तरण कप्रे सम्बन्धि मम ककई भरी अवभलप्रेख न तक वितर्शामलान प्रबसंधिक दलारला और न हरी जजिलला कलायलार्शालय, बजलयला दलारला वनदप्रेशिलालय, समलाजि कल्यलाण, उ०प्र० कक प्रप्रेवषित वकयला गयला हहै।" 2. Sri Gopal Ji Rai, learned counsel for petitioners submits that it was duty of District Social Welfare Officer to verify the documents as well as query in regard to Committee of Management could be satisfied by management concerned and for that the concerned respondent could have communicated. 3. Sri Rajeshwar Tripathi, learned C.S.C. submits that since aforesaid documents were not complete, therefore, claim was not considered. 4. In the aforesaid circumstances, the Court is of view that petitioners will approach the District Welfare Society Officer and said Officer will verify the documents in accordance with law within a week. The petitioners will also approach the concerned manager of Committee of Management of school to satisfy the shortcomings as referred in aforesaid clause No.3 and thereafter petitioners can submit a fresh representation along with requisite documents. 5. Subsequently, the concerned respondent will decide the claim, without taking any technical objection. 6. Accordingly, writ petition is disposed of with aforesaid observation.
