The learned counsel for the Petitioner and the learned SC for the alleged contemnor are present. 3. The learned SC for the alleged contemnor submitted that, on the basis of the report dated 08.12.2025 of the Tahasildar, Binjharpur, the case land is under the possession of the Petitioner and the copy of the draft R.o.R. was in his name. But, the Patta has not been prepared in his name. 4. Para No.47 of the Odisha Mutation Manual provide that, R.o.R. can be prepared on the basis of the possession. When, the draft R.o.R. of the case land is in the name of the Petitioner and when, the Petitioner is in possession over the case land, then, the Tahasildar, Binjharpur is directed to prepare the R.o.R. of the case land in the name of the Petitioner on the basis of the Page 2 of 2. direction made in this order and to issue a R.o.R. in his favour within a period of 15 days from the date of production of the certified copy of this odder by the Petitioner before the Tahasildar, Binjharpur. 6.
