Neutral Citation No. - 2025:AHC:107106 Court No. - 32 Case :- WRIT - A No. - 5760 of 2025 Petitioner :- Sanjay Kumar Shukla Respondent :- State of U.P. and Another Counsel for Petitioner :- Arvind Kumar Maurya,Vimal Kumar Dwivedi Counsel for Respondent :- A.K.S.Parihar,C.S.C.,Gireesh Chandra Tiwari,M.N. Singh Hon'ble Chandra Dhari Singh,J. 1. In compliance of the previous order passed by this Court, learned counsel for the respondent no. 2 has placed instructions before this Court. The same is taken on record. 2. Heard learned counsel for the petitioner, Shri Girish Chandra Tiwari, learned counsel for the respondent no. 2 and learned Standing Counsel for the State respondents. 3. Present petition has been filed seeking the following relief:- "(a) Issue a writ, order or direction in the nature of mandamus commanding/directing the respondents to consider the candidature of petitioner for the post T.G.T.-Science under Advt. No. 01/2022 and further issued admit card to the petitioner and permit to the petitioner for appearing/participating in Examination held on 15.05.2025 for post of TGT-Science under Advt. No. 01/2022." 4. Learned counsel for the petitioner submitted that the respondent has not considered the petitioner for the post of T.G.T. Science under Advt. No. 01/2022 and the admit card was also not issued to him and he was also not permitted to appear in the examination held on 15.05.2025 for the post of T.G.T. Science under the said records. 5. Learned counsel for the petitioner submitted that he is qualified for the purposes of appearing in the said examination for the post of T.G.T.-Science subject, but the respondent concerned i.e. respondent no. 2 has failed to provide the admit card for enabling him to appear in that examination. 6. It is also submitted by the learned counsel for the petitioner that the petitioner has not completed the entire procedure as required and therefore, the admit card was not issued to him to enable him to sit in the said examination for selection on the post of T.G.T. Science subject. 7. I have perused the paragraph no. 2 of the instructions wherein it is categorically stated that the petitioner has failed to fulfill/submit the form as required for appearing in the said examination;. 8. For ready reference, the paragraph no. 2 is quoted below: " वविजज्ञापन ससंख्यज्ञा-1/2022 प्रवशिवक्षित स्नज्ञातक वविजज्ञान विरर कके रजजिस्टटकेशिन ससंख्यज्ञा - UP00210050509743 कके अभ्यरर्थी ससंजिय कक मज्ञार शिकक्लज्ञा आविकेवदित फज्ञामर कज्ञा शिकल्क जिमज्ञा करनके कके पश्चज्ञात आजखिररी चरण (Final Submission) कके कज्ञायर (Step) कको पपूणर नहहीं वकयज्ञा, जजिसकके कज्ञारण अभ्यरर्थी कज्ञा Form Submit नहहीं हको पज्ञायज्ञा। अरज्ञारत यज्ञाचरी दज्ञारज्ञा प्रश्नरत वविजज्ञापन मम आविकेदिन नहहीं वकयज्ञा रयज्ञा हह, जजिसकके कज्ञारण यज्ञाचरी कको चयन प्रवक्रियज्ञा मम समममजलत नहहीं वकयज्ञा जिज्ञा सकतज्ञा (आदिकेशि ककी प्रवत ससंलग)।" 9. Taking into consideration all the reasons assigned in the instructions, I am of the opinion that the petitioner has failed to make out any case for issuance of a direction in the nature of mandamus for directing the respondents to allow the petitioner to appear in the examination as advertised as he has failed to fill up the form as required. 10. With the aforesaid observations and reasons, there are no cogent reasons available for entertaining the instant writ petition and accordingly the writ petition is dismissed.
