(S) No. 5115 of 2014 is in the nature of the final order inasmuch as it directs the State to pay compensation amount to the writ petitioner even without first holding it liable to do so. 2. In this view of the matter, the present L.P.A. is allowed. 3. The impugned order dated 22.11.2023 passed in W.P. (S) No. 5115 of 2014 is set aside. 4. However, it is made clear that this Court has not made any observation on the merits of the case and the learned Writ Court shall decide the lis without being influenced by any observation made in this order.
