Petitioner has achieved substantial relief during pendency of this writ petition. However, as rightly pointed out by learned counsel for petitioner that, for the first time, by way of compliance affidavit dated 15.07.2025, an order dated 05.12.2013 is placed on record which is adverse to petitioner in regard to grant of A.C.P. at belated stage and legal impediment shown therein could be countered by subsequent circulars. 3. I have considered above submissions and since it is a new fact brought on record and, in the interest of justice, it will be better for petitioner if he challenges the order dated 05.12.2013 by way of filing fresh writ petition so that he may be able to take specific grounds and he could place relevant documents on record as well. 4. Therefore, this writ petition is disposed of with an observation that in case any writ petition is filed within 3 months from today, the issue of delay to challenge aforesaid order passed about 12 years ago may not be taken note of and matter may be heard on merits.
