The petitioner is before this Court seeking for the following reliefs; a) Issue a writ in nature or certiorari quashing the order/communication bearing No.STS/1021/2021 dated 15.10.2025 passed/issued by the R2 Vide Annexure-A. b) Pass such other order/s as this Hon9ble Court deem fit to pass on the facts and circumstances and in the circumstances of the case, in the interest of justice and equity. 2. The petitioner though not a bidder in the tender, there are certain allegations which have been made against the petitioner which has resulted in debarring the petitioner from participating in future tenders. 3. Since no notice had been issued to the petitioner, as also to the petitioner, for the very same reasons - 3 - HC-KAR NC: 2025:KHC:49637 WP No. 33881 of 2025 indicated in today9s order i.e. 24.11.2025 passed in W.P. No.33413/2025, this petition is also liable to be succeeded and as such, I pass the following: ORDER i. The writ petition is allowed. ii. The order/communication dated 15.10.2025 at Annexure-A passed by respondent No.2 is quashed. iii. Liberty is reserved to respondents No.1 and 2 to initiate such proceedings as are permissible in accordance with law. iv. In view of Annexure-A having been quashed, any and further proceedings if initiated in pursuance of Annexure-A would also remain quashed. v. Pending IAs stand disposed.
