Counsel for the petitioner would submit that the respondents on the ground of surplus, the petitioner has been transferred which is illegal and would pray for quashing of transfer order. 3. However, liberty is granted to the petitioner to pursue his appeal before the respondent who in turn shall consider and decide the appeal of the petitioner within one month from the date of receipt of the copy of the order on merit of the case.
