More than three years have elapsed and the matter is still at the preliminary stage and the counsel for the petitioner is still wanting adjournment. The request of the learned proxy counsel for the petitioner is accepted subject to payment of costs of Rs. 10,000/- which shall be deposited by the petitioner with the Punjab and Haryana High Court Bar Association Lawyers Family Welfare Fund.
