order dated 22.01.2025 passed in Writ Petition No. 1452/2025, and consequently direct the respondents, especially the 4th respondent Immediately consider and process petitioners application/representations dated 13.12.2024 and 13.03.2025, conduct a thorough enquiry in accordance with the Principles of Natural Justice, and issue Pattadhar Passbooks and title deeds in his name for the agricultural land measuring 10.00 acres in Survey Nos. 938, 939, and 940 of Bommavaram Village, Obulavaripalli Mandal, YSR Kadapa District and pass such Counsel for the Petitioner:

ORDER:
The present writ petition is filed under Article 226 of the Constitution of India for the following relief:
“…to issue a writ, order or direction more particularly one in the nature of WRIT OF MANDAMUS declaring the inaction on the part of respondents, particularly 4th respondent on petitioner’s applications/representations dated 13.12.2024 and 13.03.2025, as illegal, arbitrary and violative of Articles 14, 21 and 300A of the Constitution of India, the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971, and the judicial order dated 22.01.2025 passed in Writ Petition No. 1452/2025, and consequently direct the respondents, especially the 4th respondent Immediately consider and process the petitioner’s applications/representations dated 13.12.2024 and 13.03.2025, conduct a thorough enquiry in accordance with the Principles of Natural Justice, and issue Pattadhar Passbooks and title deeds in his name for the agricultural land measuring 10.00 acres in Survey Nos.938, 939, and 940 of Bommavaram Village, Obulavaripalli Mandal, YSR Kadapa District and pass…” (in verbatim)
2. In fact, this Court has already considered the prayers of the petitioner in W.P.No.1452 of 2025 and disposed of the same on 22.01.2025 with the following directions:
“3. Having regard to the facts and circumstances of this case, this Court deems it appropriate to dispose of this Writ Petition, at the admission stage, without going into the merits, directing the Tahsildar, Obulavaripalli Mandal (Respondent No.4) to consider

the Application and the Representation (mentioned supra) and pass a Speaking Order in accordance with law within a period of eight weeks from today and furnish a copy of such Order to all the interested parties. Needless to state that the Respondent No.4 is statutorily obligated to adhere to the Principles of Natural Justice by issuing advance Notice to all the interested parties including the Writ Petitioner herein, consider their
submissions/objections and documents, if any, before passing the final Order. Writ Petitioner is directed to submit a copy of this
Order to the Respondent No.4 within one week from today.
4. With these observations and directions, this Writ Petition stands disposed of. No order as to costs.”
3. As per the above directions, the petitioner was required to submit a copy of the said order to the 4th respondent within one week, but he could not comply with the said requirement. The petitioner thereafter submitted a further representation on 13.03.2025. Despite the same, the respondents have not considered the representation nor passed any orders. Hence, the present Writ Petition.
4. In view of the above observations made by this Court in the order referred to hereinabove, this Writ Petition is disposed of, directing the respondents to consider the petitioner’s representation and pass appropriate orders, strictly in terms of the earlier directions of this Court, within a period of two (2) months from the date of receipt of a copy of this order. There shall be no order as to costs.

Consequently, miscellaneous applications pending, if any, shall stand closed.
